Roller mills are also unhappy over low allocation of wheat for Punjab under Open Market Sales Scheme (OMSS) by the Centre despite the issued being raised with Union Food Minister K V Thomas. "We demanded one lakh tonne of wheat under OMSS for Punjab from January till March as the crop availability in the state is usually low at this time. But only 20,000 tonne of allocation was made for the state which is highly insufficient for us," he said. Over the past few years, the share of private traders in total buying of wheat crop in Punjab has been on a decline. From 11.44 lakh metric tonnes in 2006-07 when companies like Cargill, Glencore and Australian Wheat Board (AWB) bought crop from Punjab, the share of private traders in wheat lifting went down to just 22,921 MT in 2009-10. In 2010-11 and 2011-12, the private buying of wheat was 51,325 tonne and 36,700 tonne respectively.
